Recently, the Ministry of Construction issued Circular 09/2013/TT-BXD to guide the implementation of Decision 22/2013/QD-TTg dated April 26, 2013, by the Prime Minister of the Government of Vietnam on housing support for persons with meritorious services to the revolution.
Circular 09/2013/TT-BXD stipulates the organization of housing construction for people with meritorious services who are supported by the state under the provisions of Decision 22/2013/QD-TTg as follows:

- Households, after receiving advance housing support funds as prescribed, shall organize the construction of their houses by themselves. In cases where households are in difficult circumstances (elderly, solitary, disabled, etc.) and unable to build houses by themselves, the Commune People's Committee is responsible for organizing the construction of houses for these households;
- The Commune People's Committee is responsible for monitoring, supervising, and assisting households during the process of building and repairing houses; mobilizing organizations and unions such as the Fatherland Front, the Women's Union, the Veterans Association, and the Ho Chi Minh Communist Youth Union to help households build houses, making the most of the ability to mobilize resources from the community and households in terms of labor, as well as exploiting local materials such as sand, stone, gravel, wood, etc., to reduce construction costs. Upon completing the construction of the foundation and the frame - walls of the house, a construction completion confirmation record must be made according to the phase, and upon completing the entire house, a construction completion confirmation record must be made to put the house into use (according to the sample stipulated in Appendices V and VI issued together with this Circular).
- After completing the new construction or repair of the house, if there is a change in the housing area and the households receiving support have a demand, the competent authority shall create favorable conditions for these households to carry out procedures for confirming changes in housing in the Certificate of Land Use Rights, House Ownership, and Other Assets Attached to Land. The timeframe for confirming changes in the Certificate of Land Use Rights, House Ownership, and Other Assets Attached to Land is implemented in accordance with the law.
