Circular 08/2017/TT-BGDDT: Regulations on the issuance of doctoral degrees

- The dissertation of the doctoral candidate has been approved by the University/Institute Dissertation Evaluation Council for at least 03 months (90 days);- The doctoral candidate has completed the amendments and supplements to the dissertation according to the resolutions of the University/Institute Dissertation Evaluation Council and has been confirmed by the supervisor, training management unit, and the chairperson of the Council (if applicable);- If it is a case that requires verification as per the notice of the Ministry of Education and Training stipulated in Clause 1, Article 25, the verification results must meet the requirements as stipulated in Clause 3 and Point a, Clause 4, Article 25 and Clause 1, Article 27 of the Regulation; or have not received the verification results from the Ministry of Education and Training when the verification deadline stipulated in Clause 2, Article 25 of the Regulation has expired;- The full text of the dissertation and the final complete summary with the signature of the doctoral candidate, the supervisor, and the confirmation of the head of the training institution, after amendments and supplements as required by the University/Institute Dissertation Evaluation Council and the Verification Council (if applicable), have been posted on the training institution's electronic information page and submitted to the National Library of Vietnam (both printed and pdf file).

The application for the doctoral degree of the doctoral candidate includes:

- Minutes of the dissertation evaluation session at the University/Institute level;- Resolutions of the University/Institute Dissertation Evaluation Council;- Ballot counting minutes, evaluation ballots of all members of the University/Institute Dissertation Evaluation Council present at the evaluation session;- Comments and evaluations of the supervisor or the research team guiding the doctoral candidate;- List with signatures of the members of the University/Institute Dissertation Evaluation Council present at the doctoral candidate's dissertation evaluation session;- Receipt of submission of the dissertation and dissertation summary from the National Library of Vietnam;- Evidence of public announcement of the dissertation evaluation date, except for dissertations evaluated under confidentiality policies as stipulated in Article 21 of this Regulation;- Other documents as per the training institution's regulations.

The training institution shall compile the application for the doctoral degree and proceed with the degree conferral procedures for the doctoral candidate when the candidate has fulfilled all stipulated conditions and shall store the application according to current regulations.

The head of the training institution is responsible for organizing an inspection of the training process, dissertation quality, and the organization and activities of the University/Institute Dissertation Evaluation Council before organizing the regular meeting of the Science and Training Council of the training institution to approve the list of doctoral candidates to be conferred the doctoral degree and to issue the doctoral degree conferral decision for the doctoral candidate.
