On March 9, 2015, the Ministry of Science and Technology issued Circular 46/2018/TT-BLDTBXH on the model charter regarding the organization and operation of the Science and Technology Development Fund of the Ministries, Ministry-level agencies, agencies under the Government of Vietnam, provinces, and centrally affiliated cities.
Circular 03: Regulations on the Funding Activities of the Science and Technology Development Fund in Vietnam (Internet image)
The sample charter issued together with Circular 03/2015/TT-BKHCN specifically regulates the funding activities of the Science and Technology Development Fund as follows:
- Implement national science and technology tasks assigned to the ministry (or province) for direct management, ministerial-level (or provincial-level) science and technology tasks according to plans approved by the competent authority and directly managed;
- Funding is based on contracts signed with organizations and individuals responsible for implementing the tasks. Funds are disbursed following the contract's progress;
- The Fund compiles expenditure settlement data and reports to the Ministry (or Provincial People's Committee) following current regulations.
Note: The Fund does not carry out the selection, evaluation, or acceptance of science and technology tasks that the Fund finances.
Additionally, the sample charter issued together with this Circular stipulates that the Science and Technology Development Fund can provide full or partial funding to organizations and individuals carrying out the following science and technology tasks:
1. Basic research projects in natural sciences, social sciences, and humanities, prioritizing projects that align with the orientations approved in the National Science and Technology Development Strategy and the annual Science and Technology Development Strategy announced by the ministry or province;
2. Applied research projects, prioritizing applied research projects aimed at creating new technologies or innovating technologies according to the annual priority orientation announced by the ministry or province.
3. New emergent science and technology tasks of significant scientific and practical importance, potential science and technology tasks in fields of science and technology, natural sciences, social sciences, and interdisciplinary sciences.
