Circular 03: Regulations on 15 Tasks and Powers of the Science and Technology Development Fund in Vietnam

The sample charter issued with Circular 03/2015/TT-BKHCN specifies 15 tasks and powers of the Science and Technology Development Fund in Vietnam as follows:

1. Receive and manage entrusted funds from the State, organizations, and individuals; mobilize voluntary contributions from domestic and foreign organizations and individuals; manage and use Fund's resources effectively and for the right purposes.
2. Organize funding, sponsorship, lending, support, and loan guarantees for scientific and technological tasks.
3. Develop and submit medium- and long-term activity plans of the Fund to the Minister (or Chairman of the Provincial People's Committee) for approval.
4. Publish priorities, contents, requirements, and specific procedures to propose scientific and technological tasks and activities to enhance capabilities for the Fund's sponsorship, lending, support, and loan guarantees.
5. Organize the selection and financial evaluation of scientific and technological tasks and capacity-enhancing activities for the Fund's sponsorship, lending, support, and loan guarantees.
6. Inspect and evaluate the professional content and financial performance of scientific and technological tasks and capacity-enhancing activities sponsored, lent, or guaranteed by the Fund. Inspect the finances of scientific and technological tasks funded by the Fund.
7. Organize the evaluation and acceptance of the results of scientific and technological tasks sponsored by the Fund. Evaluate the results of tasks and capacity-enhancing activities lent, guaranteed, and supported by the Fund.
8. Suspend or submit to competent authorities the suspension of funding, sponsorship, lending, support, and loan guarantees or recover the allocated funds, sponsorship, lending, and support when detecting organizations or individuals violating the Fund's capital usage regulations and related laws.
9. Manage and use the Fund's assets and state-assigned resources per the Fund's organization and operation charter and applicable laws.
10. Manage the organization and labor of the Fund following legal provisions.
11. Issue operating regulations and other provisions serving the Fund's activities.
12. Implement periodic and extraordinary reports to management authorities as regulated.
13. Resolve complaints, denunciations, and petitions related to the Fund’s operations per applicable laws.
14. Comply with the regulations of the Fund's organization and operation charter and other relevant laws.
15. Cooperate with domestic and foreign organizations and individuals to mobilize support for the Fund or entrust the Fund to sponsor, lend, or implement scientific and technological projects following legal provisions.
