Article 3 of Circular 01/2020/TT-BTP stipulates, "Attached to this Circular is the template for certification statements of signatures, certification of contracts, transactions at the reception and return section according to the one-stop shop, inter-agency one-stop mechanism; certification statements of documents acknowledging inheritance, refusal to inherit from two or more people jointly acknowledging inheritance, and refusal to inherit."

As such, from April 20, 2020, the certification statement template will be utilized according to the template issued with Circular 01/2020/TT-BTP instead of using the certification statement template in Decree 23/2015/ND-CP.

Additionally, Circular 01 stipulates that after certifying signatures on documents and certifying the signatures of translators as per the provisions of Clause 2, Article 14 of Decree 23/2015/ND-CP, the certifying agency, organization is responsible for retaining 01 (one) certified copy or photocopy of the certified document. The certifying agency, organization is responsible for self-photocopying certified documents to retain.

Furthermore, it should be noted that when requesting certification of a copy from the original, the requester must present the original for comparison and be responsible for the authenticity of the original used to certify the copy. The original must ensure content and form as issued or confirmed by the state agency. For contracts, transactions that have been certified conformable under Decree 23/2015/ND-CP and Circular 01/2020/TT-BTP, if conflicts, disputes, lawsuits, or complaints arise during the implementation process, the requester for certification must take full responsibility.
