Circular 01/2020/TT-BTTTT: Reporting Period Data in Publishing Activities

The Minister of Information and Communications has just signed and promulgated Circular 01/2020/TT-BTTTT detailing and guiding the implementation of certain provisions of the Publishing Law and Decree 195/2013/ND-CP dated November 21, 2013, of the Government of Vietnam, detailing certain provisions and measures for the implementation of the Publishing Law.

Circular 01/2020/TT-BTTTT stipulates the data for the reporting period in publishing activities (except for reports in the field of printing of publications, which are implemented jointly according to Decree 25/2018/ND-CP) as follows:

- For semi-annual reports, the data reported is calculated from January 01 of the reporting period to June 30 of the reporting period;

- For annual reports, the data reported is calculated from January 01 of the reporting period to December 31 of the reporting period.

Regarding the deadline for submitting reports:

a) The entities specified at Point a (except for printing establishments of publications) and Point b Clause 1 of this Article shall submit the semi-annual report no later than July 10 of the reporting year and the annual report no later than January 10 of the following year;

b) The Departments shall submit the semi-annual report no later than July 15 of the reporting year and the annual report no later than January 15 of the following year.

The reports in publishing activities in the form of paper documents must have the seal and signature of the head of the agency or organization, or the signature of the individual implementing the report policies, or in the form of electronic documents, they must be in PDF format and signed digitally by the head of the agency, organization or the individual implementing the report policies with the digital certificate provided by a lawful digital signature certification service provider.

Reports are submitted in one or more ways: via postal mail, fax, direct submission, email, or via the online reporting system. In case the report is sent via email, the report document must be in Word or Excel format, accompanied by a PDF format scanned from the paper document to ensure the accuracy of the reported information.
