Circular 01/2019/TT-BNV: Principles and Requirements for Managing Incoming Documents

On January 24, 2019, the Ministry of Home Affairs issued Circular 01/2019/TT-BNV stipulating the process of exchanging, storing, and handling electronic documents in clerical work, and the basic functions of the electronic document management system in the handling of work by agencies and organizations.

According to the provisions of Circular 01/2019/TT-BNV, upon receiving documents, the following principles and management requirements must be ensured:

- All documents received by the agency or organization must be registered into the System.- The entry number of a received document is unique within the incoming document management system of the agency or organization.- Confirm that the received document is addressed correctly.- Accurately determine the function, tasks, and authority to handle the incoming document of the agency or organization receiving the document.- Handle incoming documents promptly and within the specified time limits.

In addition, the receipt of electronic documents is carried out as follows:

- Verify the digital signature according to regulations for using digital signatures for electronic documents in state agencies.- Acknowledgment of document receipt: The agency or organization receiving the document is responsible for notifying the sending agency or organization on the same day via electronic means that the document has been received.
