Circular 09/2017/TT-BLDTBXH stipulates the organization of the implementation of training programs at the intermediate and college levels based on a school-year system or modular accumulation or credit methods; regulations on examination, testing, and graduation recognition were issued on March 13, 2017.
This Circular stipulates the transfer of training disciplines for learners as follows:
1. Learners are allowed to transfer training disciplines which they are currently enrolled in to another training discipline within the same school.
2. The principal shall specify and decide on the approval for learners to transfer training disciplines, ensuring the following requirements are met:
- Learners must submit a request for the transfer of training disciplines;- The intended training discipline to be transferred to must have the same admission form and admission criteria equal to or lower than those of the current training discipline;- Once learners have been transferred to another training discipline, they must discontinue the previous training discipline before the transfer;- The transfer of training disciplines must be completed before the beginning of the second semester for intermediate level programs, and before the beginning of the third semester for college level programs;- The transfer must not be during the period of program suspension, adjustment of study progress, disciplinary action by the school from the level of warning or higher, or being prosecuted for criminal liability.
3. The maximum study duration for learners to complete the training program after transferring disciplines is stipulated in Clause 2, Article 3 of Circular 09/2017/TT-BLDTBXH and calculated from the beginning of enrollment in the training discipline prior to the transfer.
