The units using the State Budget when transacting with the district-level State Treasury, with the need to make cash payments with a value of 1 billion VND or more in a single transaction, shall withdraw cash at the commercial bank where the district-level State Treasury has an account.
- The unit using the state budget (NSNN) is responsible for accurately and fully recording information (name; address; identification number and date of issuance of the identity card or citizen identification card or passport) of the person receiving cash (official of the unit) on the documents requesting payment submitted to the State Treasury (KBNN);- The State Treasury (KBNN) executes the control of NSNN expenditures and cash payments in accordance with prescribed policies. If appropriate, it transfers the cash withdrawal documents electronically to the commercial bank where the account is opened to request the commercial bank to provide cash to the unit using the NSNN.
On the KBNN's cash withdrawal documents, full information about the recipient of the unit must be recorded as specified in Clause 1, Article 8, Circular 13/2017/TT-BTC;
- Based on the cash withdrawal documents transferred by the KBNN and the identity card or citizen identification card or passport (of the recipient), the commercial bank where the KBNN opens an account handles the cash distribution procedures for the unit using the NSNN (through the unit's recipient); simultaneously, a debit notification is sent to the KBNN following the bilateral electronic payment process between the KBNN and the commercial bank.
The unit using the NSNN is responsible for executing the cash withdrawal procedures at the commercial bank on the same day the KBNN transfers the cash withdrawal documents to the commercial bank; simultaneously, coordinating to complete the necessary procedures as required by the bank when receiving cash at the commercial bank.
The unit using the NSNN is solely accountable for managing, safeguarding, transporting, and utilizing the cash received from the commercial bank according to the disbursement content approved by the KBNN.
In case the unit using the NSNN is unable to withdraw cash on the same day the KBNN transfers the cash withdrawal documents to the commercial bank, the unit must notify the KBNN to cooperate with the commercial bank where the account is opened to process the transferred cash withdrawal documents following the bilateral electronic payment process between the KBNN and the commercial bank.
