Circular 22/2017/TT-BGDDT stipulating the conditions, order, and procedures for opening training disciplines and suspending enrollment, revoking the decision to open training disciplines at the university level was issued on September 6, 2017. The suspension of enrollment in training disciplines is stipulated as follows:
1. Training institutions shall be suspended from student enrollment in the training programs when one of the following cases occurs:
- Failing to ensure one of the conditions stipulated in Article 2 of Circular 22/2017/TT-BGDDT;- Organizing student enrollment and training activities outside the permitted locations;- Violating the laws on education to the extent that enrollment must be suspended;- Failing to comply with Clause 1, Article 11 of Circular 22/2017/TT-BGDDT;- Other cases as prescribed by law.
2. The Minister of Education and Training shall decide the suspension of student enrollment in training programs for training institutions that violate Clause 1, Article 7 of Circular 22/2017/TT-BGDDT. The suspension period is from 12 months to 24 months.
The decision on suspension of student enrollment in training programs must specify the reasons for suspension, the duration of suspension, and specific measures to ensure the rights of learners and lecturers.
3. After the suspension period ends, if the causes leading to the suspension of student enrollment have been remedied and the conditions stipulated in Article 2 of Circular 22/2017/TT-BGDDT are met, the Minister of Education and Training shall decide to allow the training institution to resume student enrollment.
