Assessment of Training Programs and Quality Assurance Conditions

Circular 22/2017/TT-BGDDT stipulating the conditions, sequence, and procedures for opening training programs and suspending enrollment, revoking the decision to open undergraduate training programs was promulgated on September 6, 2017.

This Circular specifically stipulates the appraisal of training programs and the conditions for ensuring the quality of training as follows:

  1. After confirming the actual quality assurance conditions, the training institution shall establish an Appraisal Council. The decision to establish the Appraisal Council must clearly state the title, educational level, training field, and work unit of each member of the Appraisal Council.

  2. In addition to the standards and structure of the Appraisal Council for training programs as per current regulations, the members of the Appraisal Council must consist of an odd number; should invite members from at least 02 other training institutions, who have experience in training in the same or related fields (if the registered training field is new) to the appraised training program, including at least 01 professor or associate professor (except for members representing the unit utilizing graduates).

  3. Based on the draft training program and current regulations, the Appraisal Council shall conduct an appraisal and conclude on the training program; concurrently, based on the confirmed actual quality assurance conditions of the training institution to evaluate and conclude whether the training institution meets the quality assurance requirements of the training program as per current regulations.

For fields that require machinery, laboratory equipment, and practice as stipulated in Clause 3, Article 2 of Circular 22/2017/TT-BGDDT, the Appraisal Council shall check the actual conditions before concluding.

  1. The appraisal minutes must have the signatures, clearly stating the full name of the Chairman and Secretary of the Appraisal Council, and be stamped by the training institution.
