Applications for comprehensive river basin planning products in Vietnam from July 20, 2020

On June 3, 2020, the Ministry of Natural Resources and Environment of Vietnam issued Circular 04/2020/TT-BTNMT stipulating technical regulations on comprehensive inter-provincial river basin planning, inter-provincial water sources in Vietnam.

According to Circular 04/2020/TT-BTNMT, the application for comprehensive inter-provincial river basin planning includes:

- A comprehensive report integrating the content of strategic environmental assessment, with the main contents regulated in Clause 2 of this Article; accompanied by a summary report;

- The strategic environmental assessment report as prescribed by the law on environmental protection;

- A comprehensive map of current water resource status (digital and printed maps), scale 1:100,000 or 1:200,000. The choice of map scale is based on the detailed level of the current water resource status information in the planning area and is established based on the contents specified in Clause 3 of this Article;

- An comprehensive planning map of the inter-provincial river basin, inter-provincial water sources (digital and printed maps), scale 1:100,000 or 1:200,000 must ensure conformity with the map scale defined in point c of this clause and is established based on the contents specified in Clause 4 of this Article;

- Database on planning implementation as prescribed in Clause 5 of this Article and the digital model set for the comprehensive river basin planning;

- Draft proposal and draft decision for the approval of the comprehensive river basin planning;

- List of works regulating, exploiting, using, and developing water resources (current status and planning);

- Other products required by the management work (if any).

The comprehensive river basin planning report includes all the contents specified from Article 17 to Article 32 of this Circular.

Additionally, this Circular specifies the content of the comprehensive map of current water resource status to be established on the basis of:

- The national topographic map data with scales appropriate to the maps specified in point c Clause 1 of this Article;

- The comprehensive river basin planning area;

- Existing information and data on water resources;

- Results of water resource assessment

;- River segments that have suffered erosion, land areas that have experienced subsidence and saltwater intrusion into the water-bearing layer;

- Details of topographical elements must comply with geographical information regulations issued by the Ministry of Natural Resources and Environment. The base topographical elements are reduced by 15% to 25% to ensure priority representation of the elements specified in points b, c, d, and dd of this clause;

- The presentation of map names, map frames, object representation sizes, and legend positions are displayed in accordance with the regulations of the Minister of Natural Resources and Environment in Circular No. 11/2014/TT-BTNMT dated February 17, 2014, for maps with a scale of 1:200,000; Circular No. 10/2014/TT-BTNMT dated February 17, 2014, for maps with a scale of 1:100,000.
