On December 20, 2011, the Minister of National Defense issued Circular 216/2011/TT-BQP stipulating the legal knowledge training for operators of special-use motorcycles of the Ministry of National Defense of Vietnam when participating in road traffic.

pursuant to Article 4 of Circular 216/2011/TT-BQP regulating the conditions and application for legal knowledge training for special vehicle operators by the Ministry of National Defense of Vietnam when participating in road traffic. Specifically: as follows:
- Be a serviceman, national defense public employee, contracted labor currently working in the Army, assigned to operate special vehicle participating in road traffic, who have not yet undergone training or received a military driver's license.
- Listed in the recommendation list of the Vehicle
- Machinery Section (Unit) directly under the Ministry of National Defense.
The application includes:
- Application form for attending the legal knowledge training on road traffic as per the template (Appendix I attached to this Circular);
- A copy of the serviceman’s, national defense public employee’s ID or decision on enlistment, recruitment, salary increment, rank increment, or the latest effective labor contract (for those without an ID);
- A copy of the decision to assign the task of operating the special vehicle signed by the head of the regiment level or equivalent;
- 03 color photos sized 2cm x 3cm taken within the last 06 months, in the Army ID style.
Additionally, the facilities allowed to organize legal knowledge training on road traffic for special vehicle operators include:
- Military car driving training facilities.
- Military facilities for training special vehicle operators that meet the following conditions:
- Have a classroom for Road Traffic Law, sufficient teaching materials, road traffic model, and signaling system as stipulated;
- Teachers must have a professional intermediate level or higher, possess a Teaching Certificate and a military car driving license.
