The Minister of Public Security issued Circular 12/2025/TT-BCA on February 28, 2025, stipulating the examination, issuance of driver licenses; issuance and usage of international driver licenses.

Application for examination for driver license in Vietnam from March 1, 2025

According to Article 16 of Circular 12/2025/TT-BCA regarding the driver license examination dossier:

- The examination application dossier submitted by the driving training establishment includes: Proposal report to organize the examination according to Form 02 Appendix VIII together with the list of candidates proposing examination for the issuance of driver licenses according to Form 03 Appendix VIII issued with Circular 12/2025/TT-BCA and the individual’s examination application dossier as prescribed at points b, c, d clause 2 Article 16 of Circular 12/2025/TT-BCA.

- The individual examination application dossier submitted to the Traffic Police Department includes:

+ Examination application proposal for issuing a driver license according to the form prescribed in Appendix I issued with Circular 12/2025/TT-BCA;

+ Primary or training certificate or confirmation of completion of training courses for individuals applying for the license classes B1, B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE;

+ Driver's health certificate issued by a qualified medical examination and treatment facility as prescribed by the law on medical examination and treatment, still valid;

+ A copy or certified electronic copy from the original or an electronic copy issued from the original registry of one of the following documents: temporary residence card, permanent residence card, diplomatic identity card, official identity card (for foreigners).

- The examination application dossier for a driver license issued after the expiration of use, due to the lost driver license, and after the expiration of use for individuals submitted to the Traffic Police Department includes:

+ Examination application proposal for issuing a driver license according to the form prescribed in Appendix I issued with Circular 12/2025/TT-BCA;

+ A copy or certified electronic copy from the original or an electronic copy issued from the original registry of one of the following documents: temporary residence card, permanent residence card, diplomatic identity card, official identity card (for foreigners);

+ Military driver license issued by the Ministry of Defense or confirmation from the issuing agency for lost driver license cases (for military driver licenses issued by the Ministry of Defense);

+ Driver's health certificate issued by a qualified medical examination and treatment facility as prescribed by the law on medical examination and treatment, still valid;

+ A copy of documents proving cessation of service in the People's Army, People's Public Security (for cases of military driver licenses issued by the Ministry of Defense, driver licenses in the People's Public Security).

Order of organization for driver license examination in Vietnam

The order for organizing a driver license examination according to Article 10 of Circular 12/2025/TT-BCA is as follows:

- Hold the Examination Council Meeting and Exam Opening

+ Before organizing the examination, the Chairman of the Examination Council arranges a meeting of the Council to assign duties to each member of the Examination Council;

+ Organize the opening of the examination to announce the decision to organize the examination, disseminate relevant contents of the examination to the examinees.

- Conduct the examination in accordance with the form, content, and examination process as stipulated in Article 4 and Appendices II, III, IV, V, and VI issued with Circular 12/2025/TT-BCA.

- Conclusion of the Examination

The Chairman of the Examination Council arranges a meeting of the Council, the Supervisory Team (if any), and the Council secretary reports the examination results. The Examination Council Chairman finalizes the comprehensive examination results minutes with the members of the Council, consents, signs, and stamps the comprehensive examination result minutes according to Appendix IX issued with Circular 12/2025/TT-BCA. The Chairman of the Examination Council signs and stamps the comprehensive examination results of the candidates according to the prescription in Appendix IX issued with Circular 12/2025/TT-BCA.

The comprehensive examination result minutes of the candidates passing the examination is the original dossier, to be personally managed by those who pass the examination. The Traffic Police Department integrates the comprehensive examination result minutes of the candidates into the examination, issuance of the driver licenses information system.
