On October 6, 2014, the Ministry of Transport of Vietnam issued Circular 46/2014/TT-BGTVT amending Circular 08/2009/TT-BGTVT providing guidelines for the use of rudimentary vehicles, motorcycles, two-wheeled, three-wheeled motorbikes, and similar vehicles to transport passengers and goods.
Amendment and supplementation of regulations on transportation activities of passengers and goods by motor vehicles in Vietnam (Illustration)
Circular 46/2014/TT-BGTVT has amended and supplemented the regulations on passenger and goods transportation activities of motor vehicles previously stipulated in Circular 08/2009/TT-BGTVT. To be specific:
- The scope, routes, and operational hours for each type of vehicle;
- The locations for stopping, parking, and the activities of picking up and dropping off passengers and goods must ensure order and road traffic safety;
- The loading limits for goods on rudimentary vehicles, motorbikes, two-wheeled motorcycles, three-wheeled motorcycles, and similar types of vehicles participating in road traffic must comply with local conditions but shall not exceed the provisions in Clause 2 of this Article.
- Motorbikes, two-wheeled motorcycles, three-wheeled motorcycles, and similar types of vehicles must not load goods or luggage exceeding 0.3 meters in width on each side of the carrier rack and 0.5 meters in length behind the carrier rack as per the manufacturer's design; the height of the loaded goods from the road surface must not exceed 2.0 meters;
- Rudimentary vehicles must not load goods exceeding the front and rear by more than one-third of the vehicle body length; not exceeding 0.4 meters on each side of the wheel, and must not exceed 1.0 meters at the front and rear of the vehicle.
