Allowance for Forces of civil defense, security and order in villages, hamlets of Thanh Hoa Province, Vietnam

On December 20, 2008, the People’s Council of Thanh Hoa province issued Resolution 114/2008/NQ-HDND regarding allowance policies for the forces protecting the residential areas and maintaining security and order in villages and hamlets in Vietnam.

Resolution 114/2008/NQ-HDND stipulates allowances for the Forces of civil defense, security and order in villages, hamlets as follows:

Allowance for the Forces of civil defense in Vietnam:

- Head of the Urban Security Committee: Entitled to a monthly allowance equivalent to the allowance of the village head (The current allowance for the village head is: 190,000 VND/person/month).- Deputy Head and Members who are Leaders of the Urban Security Groups: Entitled to a monthly allowance equivalent to the allowance of a police officer (The current allowance for a police officer is 165,000 VND/person/month).- Deputy Leaders and Members of the Urban Security Groups: Entitled to a monthly allowance equal to 50% of the police officer's allowance.

Allowance for the Forces of security and order in villages, hamlets in Vietnam:

- Leader of the village and hamlet order security group (who is a police officer) receives the police officer's allowance as stipulated by the Provincial People’s Council, currently set at 165,000 VND/person/month.

- Deputy Leaders and Members of the village and hamlet order security group: Entitled to a monthly allowance equal to 50% of the police officer's allowance.

Implementation time: From January 1, 2009.

The monthly allowance for the Forces of civil defense, security and order in villages, hamlets will be adjusted in accordance with the adjustment of the allowances for the village head and police officers.

Funding source: The funds for the monthly allowance for the Forces of civil defense, security and order in villages, hamlets will be balanced into the annual budget expenditure estimates of communes, wards, and commune-level towns.
