This is the notable content stipulated in Circular 13/2015/TT-BKHDT on scientific assessment and evaluation of sports training levels and health check-ups of athletes, issued by the Minister of Culture, Sports, and Tourism on June 3, 2015.

Circular 03/2015/TT-BVHTTDL regulates the responsibilities of the Scientific Appraisal Council in evaluating sports training proficiency and checking the health of athletes as follows:
- Select the necessary and appropriate methods to conduct scientific appraisal in accordance with the professional content requirements;
- Members are personally responsible for their appraisal opinions and collectively responsible for the overall results of the Appraisal Council;
- Keep secret the appraisal results, information, and documents.
Additionally, the Circular also stipulates that the General Department of Sports and Physical Training decides the establishment of the Appraisal Council, including the Chairman and members; stipulates the duties, time, and working policies of the Appraisal Council. Depending on the appraisal requirements, the Appraisal Council may comprise scientists, doctors, head coaches, and sports experts with appropriate professional qualifications.
The Appraisal Council operates based on democratic principles, open about the appraisal results. The members of the Appraisal Council collectively discuss the appraisal issues, and the opinions of the members must be fully recorded in the meeting minutes of the Appraisal Council.
Furthermore, this Circular specifies that the Institute of Sports Science, as the standing body of the Appraisal Council, has the following responsibilities:
- Propose the list of Appraisal Council members for the General Department of Sports and Physical Training to consider and decide;
- Develop a scientific appraisal plan for the General Department of Sports and Physical Training to decide.
