Circular 17/2014/TT-BNV provides guidance on identifying agencies and organizations that are required to submit documents to the National Archives Centers in Vietnam, including:

1. The National Assembly and its agencies;

2. Ministries, ministerial-level agencies, and agencies under the Government of Vietnam;

3. The Office of the President;

4. The Supreme People's Court;

5. The Supreme People's Procuracy;

6. Organizations under or affiliated with ministries, ministerial-level agencies with state management functions in sectors, specialized fields (General Departments, Departments, Boards, Committees);

7. Public service providers under ministries, ministerial-level agencies, and agencies under the Government of Vietnam established by decision of the Prime Minister of the Government of Vietnam, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government of Vietnam;

8. State-owned economic groups, State general corporations established by decision of the Prime Minister of the Government of Vietnam, Ministers, Heads of ministerial-level agencies;

9. Central agencies of socio-political-professional organizations, socio-organizational organizations, socio-professional organizations operating with state budget funds.
