Organizational structure of the Ministry of Health of Vietnam from March 1, 2025

According to Article 3 of Decree 42/2025/ND-CP, the following organizations assist the Minister in executing the state management function:

- Health Insurance Department.

- Personnel and Organization Department.

- Planning and Finance Department.

- Legal Department.

- International Cooperation Department.

- Office of the Ministry.

- Ministry Inspectorate.

- Medical Service Administration.

- Administration of Traditional Medicine and Pharmacy.

- Drug Administration.

- Food Safety Administration.

- Infrastructure and Medical Equipment Administration.

- Science, Technology and Training Administration.

- Population Administration.

- Disease Prevention Administration.

- Maternal and Child Health Administration.

- Social Protection Administration.

The organizations are public service providers serving the state management function of the Ministry of Health:

- Institute of Health Strategy and Policy.

- National Health Information Center.

- Health and Life Newspaper.

The Planning and Finance Department consists of 5 divisions.

The Minister of Health will submit to the Prime Minister of the Government of Vietnam the issuance of a list of other public service providers under the Ministry of Health as prescribed.

The Minister of Health will issue decisions stipulating the functions, tasks, powers, and organizational structure of the organizations and units under the Ministry of Health.

Some agencies are no longer listed in the organizational structure of the Ministry of Health of Vietnam

Some organizations under Article 3 of Decree 95/2022/ND-CP are no longer listed in the organizational structure of the Ministry of Health according to Article 3 of Decree 42/2025/ND-CP, including the following organizations:

- Maternal and Child Health Department. (Now changed to Maternal and Child Health Administration)

- Preventive Medicine Administration.

- HIV/AIDS Prevention Administration.

- Environmental Health Management Administration.

Duties and powers of the Ministry of Health of Vietnam

According to Article 2 of Decree 42/2025/ND-CP, the duties and powers of the Ministry of Health are stipulated as follows:

(1) Present to the Government of Vietnam draft laws, draft resolutions of the National Assembly, draft ordinances, draft resolutions of the Standing Committee of the National Assembly, draft decrees, resolutions of the Government of Vietnam according to the annual legislative program and plan of the Ministry of Health that has been approved and the programs, projects, proposals as assigned by the Government of Vietnam, the Prime Minister of the Government of Vietnam; present to the Government of Vietnam, the Prime Minister of the Government of Vietnam the approval of strategies, plans, long-term, medium-term, annual development plans and national important programs, projects, constructions in the areas under the Ministry of Health's state management scope.

(2) Submit to the Prime Minister of the Government of Vietnam draft decisions, directives and other documents on the fields under the Ministry of Health's state management scope or as assigned.

(3) Issue circulars, decisions, directives and other documents on state management in the fields under the Ministry of Health's state management scope.

(4) Direct, guide, organize the implementation of legal documents, strategies, plans, national target programs, national important programs, projects, constructions after approval; inspect, review, systematize, consolidate, codify the system of legal documents, disseminate, educate laws and monitor the law implementation in the fields under the Ministry of Health's state management scope.

(5) Implement policies on preventive medicine; on examination, treatment and rehabilitation, medical expertise, forensic examination, forensic psychiatric examination; on maternal and child health; on population; on social protection and prevention of social evils; on traditional medicine and pharmacy; on pharmaceuticals and cosmetics; on medical equipment and facilities; on pharmaceuticals and cosmetics; on food safety; on health insurance; on managing public employees in the fields of medicine, pharmacy, population, social work; on training human resources in the health sector; on science, technology, innovation in the health sector; on IT application, digital transformation in the health sector.

(6) Develop programs, plans and direct, guide, organize implementation and inspect the implementation of communication work, health education and information provision activities in the health sector.

(7) State-manage public services in the fields under the Ministry of Health's state management scope as prescribed by law; develop, issue or submit to the competent authorities for issuing mechanisms, policies on public service provision in the fields under the Ministry of Health's state management scope; issue economic-technical norms applicable in public service fields managed by the State; stipulate criteria, standards of public service quality; monitoring, assessment, inspection mechanism of public service quality and operational efficiency of public service providers in the fields under the Ministry of Health's state management scope.

(8) Guide, organize the implementation of laws on managing service prices, product goods prices in the fields under the Ministry of Health's state management scope as prescribed by law.

(9) Preside, cooperate with relevant agencies in prevention, emergency response and treatment of victims in disasters, calamities.

(10) Develop plans and organize the implementation of national reserves on drugs, chemicals, medical equipment, means of preventing, fighting epidemics, natural disasters according to the national reserve list decided by the Government of Vietnam and according to the provisions of law.

(11) Manage associations, non-governmental organizations operating in fields under the state management scope of the ministry according to the provisions of law.

(12) Develop and direct the implementation of the administrative reform plan of the Ministry of Health according to the goals and content of the national comprehensive administrative reform program of the Government of Vietnam.

(13) Implement international cooperation and international integration in fields under the state management scope of the Ministry of Health as prescribed by law. Organize negotiations, signing of international treaties as prescribed by law and by the authorization of competent state agencies; preside, cooperate in signing international agreements on behalf of the Ministry of Health as prescribed by law; participate in international organizations as assigned by the Government of Vietnam.

(14) Manage organizational structure, official staffing, number of employees, job positions, official rank structure, public employee structure by professional titles; decide on transference, rotation, appointment, dismissal, resignation, removal, secondment, commendation, discipline, resignation, retirement; implement salary policies and other preferential policies; organize training, retraining for officials and public employees, workers under the management authority of the Ministry of Health as prescribed by law.

(15) Manage finances, assets allocated and organize the implementation of the budget distributed according to the provisions of law; manage the Fund for Tobacco Harm Control according to the provisions of law.

(16) Inspect, examine the implementation of functions, tasks, powers and the implementation of policies, laws of agencies, organizations, individuals; perform administrative inspection tasks on agencies, organizations, individuals under the Ministry of Health's management authority; perform specialized inspection tasks in fields under the Ministry of Health's state management scope as prescribed by law. Organize anti-corruption, negative prevention work; implement saving, waste prevention; receive citizens, resolve complaints, denunciations, petitions related to fields under the Ministry of Health's state management authority; handle legal violations or report to competent authorities for handling legal violations in fields under the Ministry of Health's state management scope as prescribed by law.

(17) Develop, issue the statistical indicator system and statistical report policies of the health sector as prescribed by law; organize the collection, synthesis, analysis, management and storage of statistical information of the health sector; develop a national health sector database.

(18) Perform other tasks, powers assigned by the Government of Vietnam, the Prime Minister of the Government of Vietnam and according to the provisions of law.
