According to the provisions of the Law on Prevention and Control of Infectious Diseases 2007, patients suffering from dengue fever, classified under Group A, are entitled to free medical examination and treatment. Consequently, anyone who charges a fee will be subject to administrative penalties of up to 5 million VND.
Law on Prevention and Control of Infectious Diseases 2007 categorizes infectious diseases into the following groups:
- Group A includes exceptionally dangerous infectious diseases that can spread very quickly, widely, and have a high mortality rate or have unknown pathogens. This includes poliomyelitis; influenza A-H5N1; plague; smallpox; viral hemorrhagic fevers caused by Ebola, Lassa or Marburg viruses;...
- Group B includes dangerous infectious diseases that can spread quickly and potentially cause death. This includes diseases caused by the human immunodeficiency virus (HIV/AIDS); diphtheria; influenza; rabies; pertussis; pulmonary tuberculosis; mumps; Dengue fever, Dengue viral hemorrhagic fevers; malaria;... From March 2, 2016, the Zika virus disease was added.
- Group C includes less dangerous infectious diseases with slow spreading capabilities. This includes syphilis; trachoma; tapeworm infections; liver fluke disease; lung fluke disease; intestinal fluke disease;...
At the same time, the Law also mentions regulations that individuals infected with diseases belonging to Group A are provided free medical examination and treatment. Therefore, patients with viral hemorrhagic fevers caused by Ebola, Lassa, or Marburg viruses will receive free medical examination and treatment.
According to Point b, Clause 3, Article 11 of Decree 176/2013/ND-CP: A fine ranging from 2-5 million VND shall be imposed for acts of charging fees for medical examination and treatment of infectious diseases in Group A.
Also according to Decree 176, violations related to viral hemorrhagic fevers (Group A) are handled as follows:
