On July 24, 2015, the Ministry of Labor, Invalids and Social Affairs issued Circular 27/2015/TT-BLDTBXH providing guidance on the collection, storage, and compilation of labor market information.
According to Circular 27/2015/TT-BLDTBXH, the subjects of information collection regarding Labor Demand are employers. The information collection includes:

- Identifying information including name, address, type, and code of the employer.
- Main business sectors and industries.
- Salaries.
- The number of employees currently working by gender, type of labor, labor contract, job position, general education level, and technical specialization.
- The number of employees needed for recruitment by technical specialization.
The time for information collection is July 1 every year. The duration for information collection is 30 days, starting from the time of collection.
In addition, this Circular stipulates the implementation methods, the District People's Committee shall organize the following tasks:
- Record initial information, update employer information changes with headquarters, branches, representative offices in the locality as regulated in Articles 8, 9, and 10 into the labor market information record book - Labor Demand part (hereinafter abbreviated as the Labor Demand book) issued together with this Circular from July 1 to July 30 annually;
- Receive and hand over the Labor Demand book for the collection and input of Labor Demand information according to the plan of the Department of Labor - Invalids and Social Affairs as regulated in Point a Clause 2 of this Article.
The Department of Labor - Invalids and Social Affairs shall assist the Provincial People's Committee in organizing the following tasks:
- Develop a plan to organize the collection, storage, and synthesis of local Labor Demand information;
- Guide the District People's Committee in organizing the collection of employer information;
- Organize the input and management of initial information and changes in employer information into the local Labor Market Database system;
- Transfer local Labor Demand data into the National Labor Market Database system as guided by the Ministry of Labor - Invalids and Social Affairs from September 1 to September 30 annually.
