Circular 69/2020/TT-BCA stipulates 04 important points on the inspection of environmental protection work within the People's Public Security Forces in Vietnam. To be specific:
1. Inspection Content
- Dissemination and thorough understanding of policies and guidelines of the Communist Party and the laws of the State on environmental protection; the education to raise awareness and responsibility of officers and soldiers about environmental protection;
- Implementation of programs and plans for environmental protection of the Government of Vietnam, Ministry of Public Security, and Public Security units and localities; compliance with the current legal regulations on environmental protection;
- The actual situation of the assignment and organization of environmental protection work, inspection and supervision of the implementation of environmental protection work at the unit.
- Implementation of environmental protection projects and measures currently in use; investment, management, and use of technical systems for environmental pollution treatment by the units.
- The actual condition of the activities, means, and technical equipment that may adversely affect the environment; personal protective equipment, tools, measures, facilities for risk prevention, natural disaster incidents, environmental incidents, and other factors related to environmental protection.
2. Inspection Objects
- At the Ministry of Public Security: Units under the Ministry of Public Security, Academies, People's Police Schools, People's Public Security Hospitals.
- At local levels: Police of provinces and centrally-run cities; Police of districts, counties, district-level towns, provincially-run cities, centrally-run cities; Police of communes, wards, commune-level towns.
- For inter-agency inspection teams, the inspection objects are determined by the nature, extent of the incident, and the directives from the superior authorities.
3. Inspection Forms
- Periodic inspection: Regularly conducted inspections according to programs and plans approved by competent authorities, carried out according to the prescribed roadmap and timeframe, helping the authorized decision-maker to grasp the situation and results of the inspection objects.
- Unscheduled inspection: As directed by leaders at all levels; when unexpected issues arise in environmental protection work; based on feedback and recommendations from units, local police, organizations, individuals, or local authorities where the unit is stationed.
4. Inspection Methods
- Direct inspection: Based on work requirements and duties, the heads of the units, local police consider and decide on direct inspections of environmental protection work.
- Indirect inspection: Based on work requirements and duties, the heads of the units, local police authorize the inspection objects to conduct self-inspections according to the approved plans, report the inspection results in writing, and provide supporting documents and evidence to the heads of the units, local police authorized to decide on the inspection.
- Depending on specific tasks, an inspection can be carried out using one or a combination of the above methods.
