On April 4, 2023, the Ministry of Information and Communications of Vietnam issued Decision 531/QD-BTTT, which sets out the goal that by 2025, 100% of people in remote and isolated areas will have access to at least one type of essential press.

The Ministry of Information and Communications of Vietnam issued  Decision 531/QD-BTTT  dated April 4, 2023, promulgating the Action Plan in 2023 to implement the strategy for the development of the press sector in the 2021–2025 period according to Decision 2119/QD-BTTTT dated December 31, 2021.

Specifically, in  Decision 531/QD-BTTT, the Ministry of Information and Communications has set the targets for 2025 for the Strategic Target Growth Plan for the development of the press sector as follows:

- Reducing the rate of imbalance in enjoyment of press products between cities and towns and rural, mountainous, remote, and isolated areas by 60%/40%

- Percentage of people in remote, border, and island areas that have access to at least one essential type of press is 100%.

- The annual rate of increase in the number of new news articles and books serving political tasks, national defense, and essential information is 20%.

- The annual increase rate of positive and in-depth information being published and disseminated in the press and media is 50%.

- Proportion of autonomous press agencies; the State places orders and assigns tasks to perform political tasks and provide essential information according to regulations.

- The rate at which press agencies complete the transformation to operate under the model of a converged newsroom is 80%.

- Developing the national mainstream multi-media agency and the local multi-media agency, which are each 10 agencies.

- Increasing the percentage of e-press models with content fees compared to 2020 to 15 (5.6%) 5-10%

- The percentage of journals that are re-licensed to ensure proper operation of specialized journals is 100%.

The Press Department shall guide and urge the implementation of the Strategy in Vietnam in 2023

The Press Department will be the unit in charge of developing documents guiding and urging units under the Ministry of Information and Communications, the Departments of Information and Communications of provinces, and centrally-run cities in deploying the strategy of press development in accordance with the functions, tasks, domains, and areas under their management;

In addition, the Press Department also provides a focal point to implement the Strategy to form an information sharing channel between the Ministry of Information and Communications and relevant units and request quarterly data according to functions, tasks, and management areas.

In addition, the Ministry of Information and Communications also assigns relevant units for the implementation of specific tasks in 2023 as follows:

- Implementing tasks and solutions to develop journalism: The lead unit is specified in Appendix II, issued together with  Decision 531/QD-BTTT.

- Coordinating, guiding, and supporting ministries, departments, branches, localities, and press agencies to perform tasks and find solutions to develop the field of journalism in ministries, sectors, and localities; removing or reporting to the competent authorities difficulties and obstacles for ministries, departments, branches, localities, and press agencies in the process of implementing the strategy for the development of the press field.

Unit in charge: Press Department and related agencies and functional units

- Organizing relevant forums, conferences, seminars, talks, and exhibitions to promote the development of Vietnamese journalism, including:

+ Organizing the National Forum on Journalism Economy/Digital Transformation

+ Organizing/Coordinating the organization of forums, conferences, seminars, domestic/international events, and exhibitions related to the Vietnamese press and the results of the implementation of the contents of the Strategy; integrating media-related content at domestic and foreign events and exhibitions

Host: Press Department

- Monitoring the implementation of the Strategy including:

+ Organize working groups with units and localities in the implementation of the Strategy.

+ Praise, honor, and reward typical journalism according to regulations.
