Circular 01/2019/TT-BNV has been signed and issued by the Ministry of Home Affairs to regulate the process of exchanging, storing, and handling electronic documents in clerical work, as well as the basic functions of the Electronic Document Management System during the work handling process of agencies and organizations.
Circular 01/2019/TT-BNV stipulates that the design of the Electronic Document Management System must meet the following requirements:
- Fully meet the processes and techniques for managing electronic documents, records, and specification data.- Be capable of integration, interconnection, and information sharing with other systems.- Be capable of systematizing documents, records, and providing statistical access data for documents, records, and the system.- Ensure ease of access and use.- Ensure the authenticity, reliability, integrity, and accessibility for use of documents and records.- Ensure the storage of records in accordance with the prescribed retention period.- Ensure conformance with the Framework Architecture of the Government of Vietnam.- Allow for digital signatures and verification of digital signatures.- In the case that the currently used Document Management and Operation System does not fully meet the requirements for electronic record management, agencies and organizations are responsible for upgrading and supplementing the necessary functions.
