Recently, the Ministry of Public Security issued Circular 64/2020/TT-BCA, stipulating the procedures for investigation and resolution of inland waterway traffic accidents by the Traffic Police force in Vietnam.
08 Tasks of organizing rescue operations for cases of Waterway Traffic Accidents in Vietnam (Internet image)
In clause 1 Article 7 of Circular 64/2020/TT-BCA, it is stipulated that traffic police officers performing patrol and control duties, or traffic police officers assigned by competent leadership to the scene of the traffic accident, shall carry out the following 08 tasks to organize rescue operations in Vietnam:
- Observe the scene to identify dangers such as fire, explosion, hazardous substances, risk of sinking, threatening the lives of people, property on the vehicle, or causing environmental pollution to report to unit leaders to coordinate with other forces within the People's Police according to Article 14 of Circular 62/2020/TT-BCA;
- Rescue and provide first aid to victims; check the number of deceased, missing, and injured people, promptly notify the nearest medical facility to organize emergency treatment for victims; in the case of deceased victims, place them in an appropriate position and cover them; one may mobilize vehicles and experienced individuals in rescue operations. The mobilization of people and vehicles is carried out according to clause 6 of this Article;
- Salvage vehicles and assets to minimize damage;
- Search for missing persons (if any);- In case arrived at the scene where those involved in the accident have been taken to emergency care or have left the scene, officers must verify the victim's identity through doctors and staff at the medical facility where the victim is receiving care to record the victim's injuries;
- In case the victim refuses to be taken to emergency care, the traffic police officer must record this in a statement, with the confirmation of medical staff (if available) or witnesses;
- In case the victim has died, maintain the position and cover the body, not moving the vehicles involved in the accident at the scene;
- In the case of damaged or non-operational vehicles involved in the accident, notify rescue units to arrange appropriate towing vehicles to the scene to salvage vehicles to an appropriate location as requested by officers investigating and handling the traffic accident.
