The Minister of Construction issued Circular 09/2013/TT-BXD guiding the implementation of Decision 22/2013/QD-TTg dated April 26, 2013, of the Prime Minister of the Government of Vietnam on housing support for people with meritorious services to the revolution.
Circular 09/2013/TT-BXD adjusts the contents related to identifying subjects, conditions, methods of support, and the organization of implementation to support people with revolutionary merits in housing nationwide (including urban and rural areas) as stipulated in Decision 22/2013/QD-TTg. The support for housing people with revolutionary merits by the state is implemented based on the following four principles:

- The state directly supports households with one or more people with revolutionary merits whose housing is damaged or deteriorated (including households previously supported under other policies but whose housing is now damaged or deteriorated) to build new houses or repair their existing houses, ensuring the improvement of housing conditions for people with revolutionary merits.- The support for housing for people with revolutionary merits must ensure openness, transparency, avoid loss, and ensure fair and reasonable distribution of support resources.- The support for people with revolutionary merits in housing is implemented on the principle of state support and community encouragement to assist, with the household contributing to build houses that meet standards, quality, and suitability to the specific conditions of each household; combining and integrating with other central and local investment and support programs to maximize policy effectiveness.- The support for people with revolutionary merits to build new houses or repair houses must meet the following requirements:
- For cases where the house must be demolished to be rebuilt, the new house must meet the standard of 3 hardness (solid foundation, solid frame-walls, solid roof), with a minimum usable area of 30m2 (if single-person households, the housing area can be less than 30m2 but no less than 24m2), with a lifespan of 10 years or more;- For cases where the house requires repair of the frame, walls, and replacement of the roof, after repair, it must meet the standard of 2 hardness (solid frame-walls, solid roof), with a lifespan of 10 years or more, but the standard for usable area is not required.
