03 Principles for Managing and Using the Environmental Pollution Treatment Technical System in Vietnam

Article 3 Circular 70/2020/TT-BCA stipulates 03 principles for managing and using the technical system for environmental pollution treatment in the People's Police in Vietnam as follows:

1. Fully comply with the regulations on operational guidelines, maintenance policies, repair of the system.
2. Manage and use the system for the correct purposes, features, effects, and designed capacity.
3. Fully implement the regulations on water resource exploitation licensing, waste source registration, discharge licensing, environmental monitoring, and other related legal regulations before putting the system into operation and use.

Furthermore, this Circular specifies guidelines for operating and maintaining the technical system for environmental pollution treatment as follows:

System Operation

- Management and operating officers must strictly adhere to the operational procedures that have been trained and documented as operational and maintenance guidelines.

- Control and use correct and sufficient indices of raw materials and energy for the system as per the operational and maintenance guidelines.

- Each system must have an Operational Logbook, and operational staff must fully record the logbook following Template No. 01 issued with this Circular.

System Maintenance

- The management and utilization unit of the system is responsible for formulating and approving a cleaning, maintenance, and repair schedule per the operational and maintenance guidelines.

- The management and utilization unit must cooperate with the technology transfer unit or a specialized technical unit to carry out cleaning, maintenance, and repair as per the plan. The maintenance activities must be fully recorded in the Maintenance and Repair Logbook following Template No. 02 issued with this Circular.
