This is one of the notable contents in Conclusion 71-KL/TW on handling violations in the recruitment of officials and public employees according to Conclusion Notice 43-TB/TW, dated December 28, 2017, of the Politburo.

To ensure consistency and uniformity in handling violations in the recruitment of officials and public employees, the Secretariat requires all party committees, party organizations, and leaders of relevant agencies and units to thoroughly address cases of recruitment violations of officials and public employees that have been discovered. To be specific::
- Revoke recruitment decisions for cases where violations in the recruitment of officials and public employees have been concluded by competent authorities; at the same time, review, clarify responsibilities, and strictly handle according to the regulations of the Communist Party and the laws of the State for party committees, party organizations, agencies, units, collective leadership, and individuals involved.
- Do not revoke recruitment decisions for cases recruited without ensuring standards, conditions, processes, and procedures from before December 28, 2017, but have completed all standards and conditions and are evaluated by the heads of agencies, organizations, and units using officials and public employees as having satisfactorily completed their assigned duties, possessing good morals and reputation, without violating the regulations of the Communist Party, laws of the State, and internal rules of the agencies and organizations during their tenure. Cases that have not fully met the standards and conditions must complete them by December 31, 2020, at the latest. If not completed within this time frame, the recruitment decision must be revoked.
- For cases of recruitment of officials and public employees after December 28, 2017, that do not ensure standards, conditions, processes, and procedures, such recruitment decisions must be revoked.
For cases ensuring standards and conditions but not following the correct recruitment processes and procedures:
(1) If evaluated by the heads of agencies, organizations, and units using officials and public employees as having satisfactorily completed their assigned duties, possessing good morals and reputation, and without violating the regulations of the Communist Party, the laws of the State, and internal rules of the agencies and organizations during their tenure, consideration may be given. Specifically, for cases that require a recruitment examination but have not taken it, they must participate in the examination; if passed, policies are calculated from the initial recruitment date.
(2) If not satisfactorily completing assigned duties, possessing low morals and reputation, or violating the regulations of the Communist Party, the laws of the State, and the internal rules of the agencies and organizations, the recruitment decision and any related decisions on personnel work after recruitment must be revoked.
