1. What is Grade I Artist?

"Grade I Artist" is the professional title of an official specializing in fine arts.

According to Article 2 of Circular 09/2022/TT-BVHTTDL, the professional titles of fine arts officers include:

- Grade I Artist - Code: V.10.08.25

- Grade II Artist - Code: V.10.08.26

- Grade III Artist - Code: V.10.08.27

- Grade IV Artist - Code: V.10.08.28

2. Standards of Professional Ethics for Grade I Artists in Vietnam

Specifically, in Article 3 of Circular 09/2022/TT-BVHTTDL, the standards of professional ethics for fine arts officers are prescribed as follows:

- Having a sense of responsibility for the assigned work, complying with the provisions of the law, and properly and fully performing the obligations of the public employee in professional activities.

- Dedication to the development of fine arts; consciously preserving, preserving, and promoting the value of traditional fine arts of the Vietnamese ethnic community.

- Actively participate in research and creative activities; are dedicated to the profession; are honest, objective, frank, and have a clear opinion; have a modest and proper attitude when interacting with the public; consciously fight wrong and negative acts; practice thrift; and fight waste.

- Having a spirit of solidarity and being positive and proactive in coordinating with colleagues to perform assigned tasks.

- Constantly learning and practicing to improve quality, level, and capacity.

3. Standards for Grade I Artists  in Vietnam

3.1. Standards of training and retraining for Grade I Artists in Vietnam

To achieve the title of "Grade I Artist," an individual must meet the standards of training and retraining as prescribed in Clause 2 and Article 4 of Circular 09/2022/TT-BVHTTDL), specifically as follows:

- Having a university degree or higher relevant to the fine arts major.

If you have a university degree or higher in another major, you must be awarded the title of "People's Artist,"  "Excellent Artist,"  "Ho Chi Minh Prize," or "State Award" for literature and art;

- Having a certificate of standardization of professional titles of civil servants specializing in fine arts

3.2. Standards of professional competence of Grade I Artists in Vietnam

According to Clause 3 and Article 4 of Circular 09/2022/TT-BVHTTDL, the standards of professional competence for grade I Artists include:

- Firmly grasping the guidelines and guidelines of the party, policies, and laws of the state in the field of fine arts;

- Mastering general knowledge about all types of fine arts; characteristics and characteristics of related art subjects; scientific and technical achievements at home and abroad related to the art profession;

- Mastering the forms, methods of composition, and related professional technical processes;

- Exploiting, proficiently using materials; having experience in composing and performing works;

- Ability to direct and coordinate with colleagues in organizing professional art activities; capable of researching and proposing creative solutions in the field of fine arts.

4. Requirements for public employees participating in the contest or considering promotion to the professional title of "Grade I Artist"

Officials who compete for or consider promotion to the professional title "Grade I Artist" must meet the following requirements:

- Having held the professional title of "Grade II Artist" or its equivalent for at least six years,

In cases of equivalent duration, at least one year (full 12 months) is required to hold the professional title of a Grade II Artist by the expiration of the deadline for submitting the application for registration in a competition or consideration for promotion;

- Meeting one of the following requirements:

+ During the time of holding the professional title of a class II Artist or equivalent, there are at least 02 works or works that are recognized by the ministerial-level specialized arts council or equivalent for their artistic quality or awarded prizes at competitions, festivals, professional shows, and exhibitions on literature and art nationwide (or at the national level).

+ Being awarded the title "People's Artist" or awarded the "Ho Chi Minh Prize" for literature and art.

Circular 09/2022/TT-BVHTTDL takes effect on December 15, 2022.
