1. Standards for professional title of Class I aviation officer in Vietnam

Standards of training and retraining qualifications:

+ Having a university degree or higher with a training discipline or major relevant to the job position;

+ Having a certificate of training according to the professional title standards of the airport authority officer.

- Standards of professional conduct and competence:

+ Firmly understanding the viewpoints, guidelines, and lines of the Party, policies and laws of the State in the field of civil aviation; the functions and tasks of the airport authority;

+ Mastering the strategies, policies, situation, and development trends of the domestic and international civil aviation industry;

+ Capable of proposing, advising on policy making, and presiding over the development of projects and programs associated with the professional expertise of the industry or field of work;

+ Proficient in presentation, defense, and implementation skills to develop and implement projects, schemes, and programs related to state management in the field of civil aviation;

+ Capable of analyzing, synthesizing, systematizing, and proposing methods to complete or solve practical problems that are posed within the scope of management according to the assigned sector or field;

+ Capable of organizing and directing the application of scientific and technical advances to improve and increase the quality and efficiency of work in the assigned sector or field;

+ Having basic information technology skills and using foreign languages or using ethnic minority languages for officials working in ethnic minority areas as required by the job position.

2. Standards for professional title of Class II aviation officer in Vietnam

Standards of training and retraining qualifications:

+ Having a university degree or higher with a training discipline or major relevant to the job position;

+ Having a certificate of training according to the professional title standards of the airport authority officer.

- Standards of professional and professional competence:

+ Firmly understanding the viewpoints, guidelines, and lines of the Party, policies and laws of the State in the field of civil aviation; the functions and tasks of the airport authority;

+ Mastering the strategies, policies, situation, and development trends of the domestic and international civil aviation industry;

+ Guiding and implementing regimes, policies, and regulations in the assigned domains;

+ Organizing or coordinating the inspection, evaluation, and summarization of the implementation of policies according to assigned sectors and fields;

+ Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position.

3. Standards of professional title of Class III aviation officer in Vietnam

Standards of training and retraining qualifications:

+ Having a university degree or higher with a training discipline or major relevant to the job position;

+ Having a certificate of training according to the professional title standards of the airport authority officer.

- Standards of professional conduct and professional competence:

+ Mastering the provisions of the law, the regimes and policies of the civil aviation industry, and knowledge of the assigned field;

+ Understanding clearly the objectives and management objects, principles, and management mechanisms of the business within the assigned scope of work;

+ Understanding the process of developing specific plans, plans, and decisions and having good knowledge of the assigned industry and field;

+ Ability to present, analyze, synthesize, report, and handle work; have research methods, summarize, and propose solutions to improve management professionals' skills;

+ Capable of organizing and implementing assigned work to ensure progress and quality; Ability to work independently and in groups; skills in using office equipment for professional work;

+ Understanding the practical situation related to the field of work and assigned tasks, grasping the development trend of the civil aviation industry, and the assigned specialized fields;

+ Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position.

4. Standards for professional title of Class IV aviation officer in Vietnam

Standards of training and retraining qualifications:

+ Having a college degree or higher with a training discipline or major relevant to the job position;

+ Having a certificate of training according to the professional title standards of the airport authority officer.

- Standards of professional conduct and professional competence

+ Mastering legal documents related to state management at airports and aerodromes;

+ Ability to analyze, synthesize, report, and process work; Ability to work independently and in groups; capable of coordinating activities and organizing the implementation of assigned tasks;

+ Firm grasp of the principles, regimes, rules, procedures and professional guidelines, management objectives of the industry or field;

+ Understanding the nature and operation characteristics of management objects and management operations;

+ Drafted professional guidance documents and participated in the implementation according to the direction of superiors; know how to use office equipment and other equipment for professional work.

+ Having basic information technology skills and using foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position.

5. Standards for professional title of Class V aviation officer in Vietnam

Standards of training and retraining qualifications:

+ Possessing an intermediate or higher diploma in a training discipline or major relevant to the job position;

+ Having a certificate of training according to the professional title standards of the airport authority officer.

- Standards of professional conduct and professional competence:

+ Firm grasp of the principles and professional guidelines, operating procedures according to the requirements of assigned tasks;

+ Having basic information technology skills and using foreign languages or ethnic minority languages for public employees working in ethnic minority areas as required by the job position;

+ Proficient in the use of technical means and equipment to serve mission requirements.

Circular 44/2022/TT-BGTVT takes effect from March 1, 2022.
