This continues to be one of the noteworthy contents in Conclusion 71-KL/TW dated March 24, 2020 of the Central Executive Committee regarding the handling of violations in recruitment of officials and public employees according to Conclusion Announcement 43-TB/TW, dated December 28, 2017 of the Politburo.

Recently, Party Committees and Party organizations have thoroughly understood and implemented Conclusion 48-KL/TW dated April 26, 2019, by the Secretariat on the results of self-inspection and review regarding personnel work according to Announcement 43-TB/TW dated December 28, 2017, by the Politburo; reviewed and handled cases that did not comply with regulations on standards, conditions, processes, and procedures in personnel planning, rotation, transfer, promotion, appointment, reappointment, and candidacy introduction. However, through inspection, review, and audit, there remain obstacles, inconsistencies, and lack of uniformity in handling cases of violations related to the recruitment of officials and public employees, including some who have been appointed to leadership or management positions or are expected personnel for the term 2020 - 2025.
To ensure uniformity and consistency in handling violations in the recruitment of officials and public employees, the Secretariat requires Party Committees, Party organizations, and leaders of relevant agencies and units to perform the following tasks:
1. Strengthen leadership, direction, inspection, supervision, and prevent corruption in personnel work in general, especially in the recruitment of officials and public employees. Timely detect, rectify, and handle under authority any Party organization, agency, or unit that does not comply with regulations on the recruitment of officials and public employees.
2. Focus on thoroughly addressing detected violations in the recruitment of officials and public employees. Specifically:
- Withdraw recruitment decisions for cases where violations in the recruitment process of officials and public employees have been concluded by the competent authority; concurrently, review, clarify responsibilities, and strictly handle per Party regulations and State laws, including relevant Party Committees, Party organizations, agencies, units, collective leadership, and individuals.
- Do not withdraw decisions for those recruited who did not meet standards, conditions, processes, or procedures before December 28, 2017, but have since met all criteria and have been assessed by the head of their agency, organization, or unit as having completed assigned tasks well, possessing good morals and reputation, and not violating Party regulations, State laws, or agency/organization rules and regulations during their tenure. Unqualified cases must meet all standards by December 31, 2020, at the latest. If they fail to do so by this deadline, recruitment decisions will be withdrawn.
- Withdraw recruitment decisions for cases recruited after December 28, 2017, who fail to meet standards, conditions, processes, or procedures.

3. The Party Affairs Committee of the Government of Vietnam directs the Ministry of Home Affairs to issue a detailed guidance document on handling cases of violations in the recruitment of officials and public employees (complete by April 2020).
4. The Central Organization Commission, in coordination with the Party Affairs Committee of the Government of Vietnam and relevant agencies, oversees and urges localities, agencies, and units to promptly rectify shortcomings in personnel work. Develop plans and organize inspections, audits, and specialized supervision on personnel work; particularly, handle cases of violations in personnel work of localities, agencies, and units. Urge and monitor the implementation of this Conclusion and periodically report to the Secretariat.
