Circular 27/2017/TT-BCA on the Code of Conduct for Officers and Soldiers of the People's Public Security Forces

From October 06, 2017, the Code of Conduct of the People's Public Security Forces (CAND) as specified in Circular 27/2017/TT-BCA officially takes effect. Officers and soldiers of CAND must adhere to the principles and rules as stipulated while performing tasks, including interactions and relations with those around them.

Officers and Soldiers of the People's Public Security Forces (including: officers, non-commissioned officers, conscripts, academy and school students, and police workers) must speak and act in accordance with the guidelines and policies of the Communist Party, the laws and regulations of the State; Six teachings by President Ho Chi Minh for the People’s Public Security Forces, 5 honorary promises, 10 disciplinary rules, and regulations of the People's Public Security Forces. Especially:

Towards law violators

- Officers and soldiers of the People's Public Security Forces must maintain proper demeanor, formality, and manners; they must have appropriate conduct without offending or discriminating against law violators;- They must not abuse their responsibilities and duties to alter files or cases, leading to impunity, wrongful conviction, or other purposes.

Towards family

- Not allowing family members to participate in the work of the agency or unit or to exploit their positions or work influence to violate legal regulations and the rules of the police sector.- Motivate family members to strictly comply with the guidelines and policies of the Communist Party, the laws and regulations of the State, and local regulations where they reside.

When communicating by phone and other electronic means

- When communicating by phone, officers and soldiers of the People's Public Security Forces must state their name, title, work unit, and clearly and fully communicate the content; use civilized, polite, concise, and understandable language; not exchange confidential content over the phone.- When using other electronic means, officers and soldiers of the People's Public Security Forces must not access, store, disseminate, comment on, or share information, documents, articles, and images that are contrary to customs and traditions; contrary to the guidelines and policies of the Communist Party, the laws and regulations of the State, and the rules of the police sector; not introduce or use the name, image, and code of the police unit on social networking sites.

10 disciplinary rules of the People's Public Security Forces

- Rule 1: No speech or action that harms the Fatherland of Vietnam, the prestige of the Communist Party of Vietnam, the strength of the State of the Socialist Republic of Vietnam, or the honor and tradition of the People's Public Security Forces of Vietnam.- Rule 2: Strictly comply with the regulations of the People's Public Security Forces. Ready to accept and excellently complete any assigned task.- Rule 3: Strictly implement regulations on keeping secrets of the Communist Party, State, and People's Public Security Forces.- Rule 4: Be honest and straightforward, defend what is right, and fight against what is wrong. Do not conceal or falsely report to the Communist Party, State, and People's Public Security Forces.- Rule 5: Raise the spirit of unconditionally serving the people. Have a friendly, polite, and courteous attitude when interacting with everyone; respect the elderly, love children, respect women, and assist the disabled. Do not be arrogant, authoritarian, rude, causing trouble, or harassing the people.- Rule 6: Continuously cultivate and train revolutionary moral qualities; practice diligence, frugality, integrity, public-mindedness. Do not abuse the name, responsibility, task, or authority for personal gain. Do not embezzle, squander, give or receive bribes in any form, set an example in practicing a cultured lifestyle.- Rule 7: Determinedly fight to defeat any schemes and activities harming the security and order of the Fatherland, damaging State property, lives, and legal rights and interests of the people. Do not harm good people, do not cover up the bad; do not let criminals slip through, do not wrongfully accuse innocent people.- Rule 8: Continuously study to enhance political awareness, professional knowledge, legal awareness, and competence, contributing to building a revolutionary, regular, elite, and progressively modern Public Security Force.- Rule 9: Seriously practice self-criticism and criticism, maintain unity and solidarity within the force; love and assist comrades, proactively collaborate with individuals and collectives within and outside the People's Public Security Forces to excellently complete tasks.- Rule 10: Strictly implement the guidelines, policies of the Communist Party, the laws of the State, and the regulations of the local government where they reside.
