The Central Propaganda Department issued Instruction 11-HD/BTGTW 2021 on granting and managing primary degrees in political theory.

2. Technical standard for primary degree in political theory in Vietnam

Size: A4 size (21cm x 29.7cm)

Color: The outside of the degree is dark red, the inside is white, and the pattern is burgundy.

- Presentation techniques

- Outer side, right half: At the top, there are the words “ĐẢNG CỘNG SẢN VIỆT NAM” ("COMMUNIST PARTY OF VIETNAM"), in capital letters, bold, with full accents, underlined below. In the middle is printed a hammer and sickle. Below are the words “BẰNG TỐT NGHIỆP SƠ CẤP LÝ LUẬN CHÍNH TRỊ” ("PRIMARY DEGREE IN POLITICAL THEORY"), in capital letters, bold, with full accents.

- Inside:

+ Right half: At the top, write the words “ĐẢNG CỘNG SẢN VIỆT NAM” ("COMMUNIST PARTY OF VIETNAM"), in capital letters, bold, with full accents, underlined below; authority and training establishments granting degrees; full name, date of birth, and gender of the grantee; classification; The person granting the certificate signs, writes full name, and stamps. The first letter of a phrase is capitalized.

+ Left half: The top line “TÊN CƠ QUAN, TỔ CHỨC CẤP TRÊN” ("NAME OF SUPERIOR LEVEL AGENCY AND ORGANIZATION") is the immediate superior agency or organization of the district-level political center; the next line is the name “TRUNG TÂM CHÍNH TRỊ” ("POLITICAL CENTER") written in full according to the official name in the legal document of establishment, in capital letters, bold, with full accents; Below the left corner is the number in the book; in the middle there is a student photo frame, photo size 4x6cm, embossed stamp; below the left corner is the number in the book.

3. Principles for granting primary degrees are based on political reasons in Vietnam

- Primary degree in political theory is awarded to students who graduate from the primary political theory training program.

- The degree is uniformly managed, ensuring the rights and responsibilities of the district-level political center.

- Original primary political theory degree issued once.

4. Decentralize and assign autonomy and self-responsibility in managing primary degrees in political theory

- The Central Propaganda Department promulgates a model for the Primary Degree in Political Theory. Sample certificate as prescribed in the Appendix to this Instruction.

- The Provincial Party Committee's Propaganda Department inspects the issuance and management of primary political theory degrees; Annually report to the Central Propaganda Department and relevant agencies.

- The district political center is responsible for printing and securing the issuance of primary political theory degrees. The Director (or authorized Deputy Director) of the district-level political center is responsible for signing and issuing the Primary degree in political theory according to assigned functions and tasks.

5. Management of primary degrees in political theory in Vietnam

- The management and use of licenses must be strictly guaranteed to prevent loss. Any fraudulent acts in the issuance and use of licenses are strictly prohibited.

- The license must have a number for management. The numbers recorded on the license are created continuously in natural numerical order from smallest to largest for each year from January 1 to December 31.

- In case the Primary School degree in Political Theory has been issued to the student but is found to have errors or is lost or damaged due to the fault of the district political center.
The district political center is responsible for reissuing it to students according to regulations.

- In case the Primary degree in Political Theory is lost or damaged through no fault of the district-level political center, the person who wants to issue the Primary degree in Political Theory must apply for re-issue; Clearly state the reason, with confirmation from the head of the agency or unit you are working in or the local government where you reside.

In case the Primary School degree in Political Theory is damaged, an application must be made clearly stating the reason and accompanied by the damaged Primary School degree in Political Theory for comparison and revocation.

The re-issued primary School of Political Theory degree has the word “CẤP LẠI” ("RE-ISSUE") in black ink below the primary School of Political Theory degree number. The re-degree has the same value as the original degree.

This guidance takes effect from the date of signing and replaces previous relevant guidance. During the implementation process, if any problems arise, agencies and units will report to the Central Propaganda Department for supplementation and adjustment.
